Project objectives

The Split Urban Regeneration Masterplan redefined the waterfront and transport network, enhancing mobility and commercial potential. It assessed relocating the railway and bus station to Kopilica and planned phased development. City Port East was envisioned as a landmark district, while Kopilica became a mixed-use hub for housing, education, and business. A multi-modal strategy improved connectivity, reduced congestion, and supported sustainable growth.

Project description

Developed with the EBRD and public stakeholders, the Masterplan balanced heritage conservation with transport, residential, and commercial planning. City Port East became a vibrant district, while Kopilica integrated housing and business to ease congestion and optimise land use.

Project data 

East Coast redevelopment included housing, hotels, and parking while preserving UNESCO heritage. Kopilica’s plan featured a RoRo port, promenade, and a tunnel under Bačvice. The project delivered 9,270 apartments for over 20,000 residents.
