Since work began in February 2026, the council chamber has been completely gutted. The former public gallery has been demolished and new access points created on both levels. In July 2026, around 50 glass elements from the existing façade, each weighing just under 300 kilograms, were also carefully removed to make way for the next phases of construction.
Future-proof, accessible and energy-efficient
The redesign will ensure the meeting room is equipped to meet the requirements of the coming decades. Accessible entrances and toilet facilities, modern energy standards and state-of-the-art technical equipment are key components of the concept. Work is currently underway on, amongst other things, the new façade and the heating and cooling ceiling above the meeting room.
Circular seating arrangement to encourage dialogue
A defining feature of the redesign is the 180° rotation of the chamber, creating a new, circular seating arrangement. The design improves sightlines and is intended to foster dialogue and participation in day-to-day parliamentary life. At the same time, the room’s accessibility is significantly enhanced.
Architecture meets technical precision
The project is being carried out in close collaboration with the Building and Property Management Department of the Province of Lower Austria. The general planning is being carried out by Palme.Atelier.Architekten, whilst project management is in the hands of VIVITimmo GmbH.
Ongoing supervision by iC
iC consultants are responsible for ongoing supervision. The focus is on technical compliance and quality assurance during implementation. In this way, iC is supporting the construction of the new assembly hall, paying particular attention to ensuring high-quality and on-schedule implementation.
The refurbishment will create a modern plenary hall that combines functionality, accessibility and contemporary technical standards. The reopening is scheduled for September 2027.
