Project objectives

Given Serbia's geopolitical situation and the investment backlog of recent decades, integration into the Trans-European transport network is a top priority. The client has therefore launched a programme to complete the motorway E75 to/from Macedonia and Greece and the motorway E80 to/from Bulgaria. The objective of this project on the E80 is to assure efficient and effective construction supervision for the works completion within the quality, budget and timing stipulated in the Works Contracts.

Project description

The construction works on the approximately 30 km long motorway section between the city of Niš and the Serbian-Bulgarian border included the construction of the four-lane motorway, a parallel two-lane road, two twin-tube tunnels, 22 bridges, two grade separated junctions as well as, river engineering measures and the relocation of power and data networks. The works on the three construction lots were carried out under three works contracts.

Project specifics

The hilly terrain required extensive slope stabilisation on the mountain side and hydraulic engineering measures along the Nišava River. Design changes for the parallel two-lane road also led to changes in the construction schedule and related claims management.  The concurrent execution of works on many locations under three contracts required a high level of efficient contract management by the Engineer.

Services

iC in consortium with Institut IGH, Croatia, were commissioned to provide the services of the Engineer according to FIDIC Pink Book and the supervision services according to local regulations (Nadzor). The services included contracts’ and claims management, measurement of the works, verifying and approving Interim Payment Certificates, the approvals of contractors’ materials, workmanship and work programmes, the supervision of the works on a daily basis and the monitoring of the construction progress.
