iC contribution to energy efficiency reforms in Ukraine

“What are the priority steps to overcome the barriers to energy efficiency reforms and allow scaled energy savings in Ukraine?”

Development, Construction and Housing of Ukraine raised before the GIZ project “Establishment of Energy Agencies in Ukraine“. iC LCC experts were requested to carry out the analytical study in compliance with Terms of References in order to answer this question.

To perform the study, iC involved  a wide range of energy efficiency experts to analyze problems and develop recommendations to address them. The study is based on the personal interviews with representatives of the central and local governments, enterprises and research institutions, NGOs, international technical assistance projects and international financial institutions. In addition, a broader range of market stakeholders took part in an online questionnaire and provided their opinions and suggestions on the priority steps. This approach allowed to provide a comprehensive and objective assessment of the main problems and to identify the most immediate priorities for boosting reforms in the energy efficiency sector in the short and medium-term. Hence, “iC consulenten” would like to express its deep gratitude to all the experts participated in this study. 

The findings were presented during the 6th European-Ukrainian Energy Day in November 2015 and now the full version of the report “Energy Efficiency in Ukraine: on the way to reform”  is available. The report has a practical value for the development and implementation of activities on the national and regional level to improve the energy efficiency of Ukrainian economy and iC is proud to have been trusted to carry out this strategically important assignment.
